How much to set my vortec 350 engine timing with computer?

I have a 1999 chevy vortec 350. I installed a new distributor at TDC. I need to take it in and have it hooked up to set the actual timing. It cannot be set the same way as older chevy engine, it must be hooked to a computer. I was hoping a someone who

So, I'm thinking about buying a car. Of course, I already own one, paid off since 2006, my '98 Honda Civic CX hatchback 3-door. It's twelve years old, has 214500+ miles on the odometer. This spring, it started blowing exhaust into the coolant loop, a leaking headgasket. I hired a mechanic to replace it, although shortly afterwords, I noticed that the engine presently has a nasty tendency to burn oil and spew smoke after I engine-brake once I put my foot back down on the pedal. That probably means a piston O-ring is going, might mean a valve seal problem. I should probably find out what the compression numbers are in the cylinders. Presently I'm of the opinion that I can drive it like this, but need to monitor the engine oil and avoid coasting downhill while in gear. Having spent about $1000 on the engine in May, I am loathe to spend more, if it's drivable. I've a difficult commute. The car must start climbing around 5800ft and over the course of twenty miles, arrive at 8700ft. I make it worse with my selection of route-- I take what's essentially an Interstate limited access highway from 5800ft to 8000ft over ten miles. The speed limit is mostly 55, I try to average 60. It's one of two roads into the Denver foothills that is two or more lanes each direction. All the alternatives are single-lane with limited passing zones because of non-stop curves. I used to drive one daily when it was substantially the more direct way, but now, the difference in total miles between it and taking limited-access highway is less than 2. The Interstate is the far more predictable drive, and generally I think gets me home fastest. Fun fact: derate for 3% horsepower every 1000ft above sea-level you take a naturally-aspirated engine. For me, that means my nominally peak 106 bhp engine is nominally 80.5hp by 8000ft on the highway. Except it has 214.5K miles on it, so it might be a bit less than 106 at sea-level. I keep meaning to drive it to a flat 1/4 mi stretch and using some dynometer-software...
